• 7 INTERLOCAL AGREEMENT BETWEEN SNOHOMISH COUNTY PUBLIC TRANSPORTATION BENEFIT AREA CORPORATION(COMMUNITY TRANSIT) AND THE CITY OF EVERETT(EVERETT TRANSIT)REGARDING THE COOPERATIVE PROVISION OF SERVICES This interlocal agreement("Agreement") is entered into by and between the Snohomish County Public Transportation Benefit Area Corporation("Community Transit"),having its principal place of business at 7100 Hardeson Rd.,and the City of Everett("Everett Transit")having its principal place of business at 2930 Wetmore Ave., both in Everett Washington on this5/ day of December,2007, Whereas, the citizens of Everett voted on September 14,2004 to expand transit service,improve paratransit service for people with disabilities,improve service coordination with Community Transit and provide for future transit needs;and Whereas,Everett Transit and Community Transit wish to create a legal • framework to promote the coordination and use of their respective equipment,facilities and resources in the provision of transit services to improve customer service,reduce duplication of effort, achieve economies of scale; and Whereas, both Everett Transit and Community Transit have identified the Bus Rapid Transit system,under development by Community Transit, as the best means to provide frequent,high quality transit services along the City's most active transportation corridor;and Whereas, the extension of the Bus Rapid Transit system to the corridor comprised of Highway 99,Evergreen Way,Rucker Avenue and Pacific Avenue would give the mutual customers of Everett Transit and Community Transit access to a one-seat,one- ride alternative to other more fractured,time-consuming transportation from Everett to Shoreline; and Whereas,the above-referenced extension of the Bus Rapid Transit system would be cost prohibitive for Everett Transit to provide on its own; and Whereas,Everett Transit and Community Transit wish to evaluate the feasibility of expanding both local and Bus Rapid Transit services to the residents of Everett and the Snohomish County Public Transportation Benefit Area so that the mutual customers of Everett Transit and Community Transit benefit from specialized services;and Whereas,Everett Transit and Community Transit will explore the possibility of extending the Bus Rapid Transit alternative to Broadway Avenue and other significant transportation corridors;and Whereas,pursuant to RCW 39.34.030, Everett Transit and Community Transit each have the authority to provide and expand transit services in the above-referenced ways and may eater into agreements with one another for joint and cooperative action; 1, 2
