I <br /> Exhibit A-2 <br /> Amended Scope of Services <br /> • <br /> Water Pollution Control Facility Expansion — Phase C <br /> General <br /> The purpose of this Amended Scope of Services is to address changes to SAIC's Agreement with <br /> the City due to changes in the scope and scheduling of the City's Water Pollution Control <br /> • Facility Expansion—Phase C ("Phase C"). <br /> Background <br /> The scope of the Phase C upgrade and expansion to the City's Water.Pollution Control Facility <br /> envisioned in the Professional Services Agreement (the "Agreement") dated January 27,2010 • <br /> was based on a similar approach used for the Phase A upgrade. However,.the City has since <br /> decided to modify the scope of the Project to include a phased MACC approach, proceeding first <br /> with the liquid stream process expansion. This requires additional meetings and revisions to <br /> previous deliverables and will extend the time for design and construction. <br /> The City is implementing the Phase C Project using the GC/CM approach. The City intends to <br /> procure a single GC/CM contractor for both phases of the Phase C Project: The Project is <br /> currently at the 30 percent design stage for both phases, so the initial review will address the <br /> design and costs for the entire project. The design and construction-for the liquid and solid <br /> phases will then proceed sequentially according to the schedule shown below. The decision to <br /> • phase the Project will require some of the design period services to be performed separately for <br /> each phase. In particular, the decision to phase the Project will require separate negotiations for <br /> Maximum Allowable Construction Cost(MACC) for each phase.
