1 <br /> NEW SECTION: FILLING VACANCIES <br /> When a vacancy exists pursuant to Section 2.5 of the City Charter, the presiding officer shall <br /> publicly state the vacancy at the earliest regular meeting of the Council and announce the <br /> following process to fill the vacancy. Council shall invite all interested and qualified persons to <br /> apply for the vacant position in a written form approved by the Council. The form shall be <br /> submitted to the City Clerk no later than fourteen days after the determination of vacancy. The <br /> Council President shall schedule a special public meeting for the purpose of interviewing each <br /> of the candidates. Upon completion of the interviews, Council shall meet in executive session <br /> as permitted by law to discuss the qualifications of the respective candidates. Immediately <br /> upon completion of the executive session, Council shall cast its vote on the candidates in open <br /> public meeting; should no candidate receive at least four votes, then the candidate receiving <br /> the least votes shall be dropped from consideration and Council will vote again as between the <br /> two remaining candidates.
