1 <br /> telephonically, the first Council member to notify the City Council office shall be the one to <br /> attend telephonically. <br /> C. At any meeting where a Council member is attending telephonically there shall be a <br /> telephone device that allows the voice of the Council member on the telephone line to be <br /> heard by everyone present in the meeting room and that allows the Council member who <br /> shall identify himself or herself before speaking. The Council member on the telephone line <br /> shall notify the others if he or she is about to disconnect from the call. A council member <br /> who is connected remotely to the telephone line in the meeting place shall be considered to <br /> be actually present at that meeting for the period of time he or she is so connected, and <br /> that presence shall count toward a quorum of the committee or study session for all <br /> purposes. <br /> D. Council member attending telephonically should not make the quorum. <br /> SECTION 2: MEETINGS—AGENDA—ORDER OF BUSINESS <br /> The place, date and time of the Council meetings shall be in accordance with Section 3.2 of the <br /> Charter, Ordinance No. 3170-10 of the City and State law. The Council agenda will contain basically <br /> the following, provided deviation from the following is permitted: <br /> A. Call to Order <br /> B. Roll Call <br /> C. Flag Salute <br /> D. Approval of Minutes <br /> E. Mayor's Comments <br /> F. Council's Comments <br /> G. City Attorney <br /> H. Citizen Comments (This is limited to non-agenda items. ) <br /> I. Council Briefing Agenda: Prospective Council agenda items or informational items. Matters of <br /> importance that should be publicly discussed at a Council meeting held prior to the meeting <br /> where action is to be taken. <br /> J. Proposed Action Agenda: Items appearing on Council's upcoming agenda requiring Council <br /> action but not requiring lengthy staff presentation <br /> K. Consent Items:consisting one or more of the following items including: Approval of minutes, <br /> Street closures, Call for Bids or Request for Proposals,Appointments to Boards, <br /> Commissions, and Advisory Bodies,Acceptance of gifts and donations,Adoption of resolutions <br /> fixing dates for hearings and appeals,approving final plats, authorization of Community <br /> Development Block Grant program agreements with approved agencies, approving and <br /> accepting grants,and other such actions. Items requiring no Council discussion, simply a <br /> yes/no vote. Any Council Member may have a matter removed from the Consent Agenda for <br /> separate consideration as a briefing or action item upon requestnotico to the Presiding Officer. <br /> L.
