Some sites may have capacity in excess of the threshold available to serve potential users. If a proposal would
exceed 2,700 gallons per gross acre per day and/or 4,000 gallons per gross acre per day of instantaneous peak
flow, additional analysis will be required. The additional analysis may be as simple as calculations completed by
the Public Works Department prior to a pre-application meeting on a specific development proposal. The
additional analysis must determine how the proposal's sewer demand will affect the sewer system. Projects with
no additional major improvements needed and no adverse cumulative impacts on the sewer system are covered
by this analysis. Additional SEPA analysis will be required for projects that may require major Improvements not
identified in the EIS or that may have adverse cumulative impacts on the sewer system.
The EIS analysis does not cover the impacts of construction of a new sewer main across Japanese Gulch.
Additional analysis is required to review alternative routes for the line which will minimize the impacts of the
proposal, or alternative means of providing sewers to that area.
8.7.3 Mitigation Measures
1. Individual developments may be responsible for funding all or a portion of sewer system capital improvements
as shown in Table 8-2 (Table 3.8-4 in the EIS). (SEPA Public Services and Utilities Policies)
OTHER REQUIREMENTS:
1. A Public Works Permit is required for this project. Detailed drawings in accordance with City
Design and Construction Standards shall be submitted to the Public Works Department, showing
site parking layout, landscaping, utilities, storm drainage, temporary construction erosion
control, and all required improvements in the public right-of-way. Public Works Department
approval of these drawings is required prior to any permits being issued. All improvements shall
be completed, approved and warranted before the Occupancy Permit is issued/final approval is
granted.
2. Any grading/fill on this site shall be done so as to not impact the surrounding properties.
3. This project must comply with the current City of Everett Building Code and Sprinkler Ordinance.
4. Special charges for connection to the sewer and water systems in accordance with Ordinance
1998-94 and subsequent revision are applicable. These charges are based on projected water
-usage and can be substantial.Applicant is encouraged to obtain a copy of the Ordinance and
determine estimated charges prior to building permit application. The actual charges shall be
computed by the Public Works Department per the ordinance in effect at the time and
according to the information on the approved plans at the time of building permit issuance.
5. Lack of comment on the plans submitted with-the application does not constitute approval of
these plans.
6. City streets are to be kept clear of dirt and debris at all times during construction. Dust
suppression and street cleaning must occur as directed by the Public Works Inspector.
7. A looped public water main is required per City Design Standards.
