13 <br /> City Council Staff Report <br /> Comprehensive Plan map amendment and rezone of the Englet <br /> property on Kromer Avenue, west of downtown. <br /> A. Introduction: <br /> This is an action affecting one residential property located west of the City Downtown on Kromer <br /> Avenue. <br /> The proposal is to amend the Comprehensive Plan map on the west portion of the property from 1.2 <br /> (Single Family)to 1.6 (Multiple Family), and to change the zone from M-2 (Heavy Industrial)to R-3 <br /> (Multiple Family). <br /> B. Background: <br /> 1. The entire property is under one ownership. They first were owned by the Railroad,then <br /> subsequently conveyed to the adjoining private owner,but the designation and zone were never <br /> changed to reflect its residential status. <br /> 2. The subject property is in the Port Gardner neighborhood. Staff met with the Neighborhood on <br /> this action on February 15th of this year. <br /> 3.
