ti <br /> City Council Staff Report <br /> Rezone of City owned Forgotten Creek property, located west of <br /> downtown. <br /> A. Introduction: <br /> This is an action affecting one vacant property located west of the City Core area, along Forgotten <br /> Creek,just off Bond Street. <br /> Current Situation: Northern portion of the property is zoned M-2 (Heavy Manufacturing),while the <br /> southern portion of the same property is zoned R-1 (Single Family). Underlying Comprehensive Plan <br /> map designation is 1.2 (Single Family) on the entire property,which is inconsistent with the M-2 <br /> (Heavy Manufacturing)zone. <br /> The proposal is to rezone the property from M-2 (Heavy Manufacturing)to R-1 (Single Family). <br /> B. Background: <br /> 1. The subject property is in the Port Gardner neighborhood. Staff met with the Neighborhood on <br /> this action on February 13th of this year. <br /> 2. This action is taking place on a single property that contains two zones, M-2 (Heavy Industrial) on <br /> the north side, and R-1 (Single Family)on the south side. <br /> 3. The property is owned by the City and managed by the Public Works/Utilities Department. <br /> Below are some questions which have come up in the process and have been answered by Heather <br /> Griffin the Public Works project engineer. <br /> Is soil at the Forgotten Creek CSO facility clean, or are there remaining issues? <br /> The cleanup at the Bond Street site was completed in 2008. The City received a No Further <br /> Action letter and the site was removed from the list for toxic sites. The only thing that remains <br /> underneath the soil is the foundation of the old power house. <br /> Is public access available now? If not,when? <br /> The City Utilities Department purchased the Bond Street property to construct a required water <br /> quality facility for controlling combined sewer overflows. The City received partial funding <br /> and is building the conveyance lines (finishing by this summer). Construction of the actual <br /> facility (largest cost)is waiting for funding,but has to start no later than 2015 to be completed <br /> 1 <br /> 150 <br />
