16 <br /> C. Analysis: <br /> The following is a review of the criteria listed in the Comprehensive Plan for use when considering <br /> map amendments: <br /> 1. The requested action must be supported by the Comprehensive Plan. <br /> Response: The proposed expansion area is used for environmental mitigation. The mitigation <br /> function is linked through on-going dike maintenance needs to the role and operation of the City's <br /> Waste Water Pollution Control Facility(WWPCF, or Facility). <br /> In the Utilities element of the Comprehensive Plan,Chapter 6,the WWPCF is listed as an Essential <br /> Public Facility. This is in recognition that the Facility provides an"important public service." <br /> Objective 6.2.1,"Ensure that the siting and construction of capital facilities considered essential <br /> public facilities are not precluded by the City's Comprehensive Plan." <br /> Policy 6.2.3,"Capital facilities identified as essential public facilities shall be located so as to provide <br /> the necessary service to the intended users of the facility with the least impact on surrounding land <br /> uses." <br /> The proposed expansion area is and would continue to be used ben ial environmental mitigation,onmentin <br /> support of the WWPCF. In addition the mitigation work will have <br /> a l <br /> relationship to adjacent lands and related habitat. <br /> 2. Have circumstances changed? <br /> Response: Yes. The proposed expansion area was purchased by the City in order to meet mitigation <br /> needs associated with needed dike work,undertaken in support of the Waste Water Pollution Control <br /> Facility. <br /> 3. Are there any erroneous assumptions or new information? <br /> Response: No. The process to date has been carried out under existing adopted rules and policies at <br /> all regulatory levels. <br /> 3 <br /> 179 <br />
