C. Analysis: <br /> The following is a review of the criteria listed in the Comprehensive Plan for use when considering <br /> map amendments and rezones: <br /> 1. The requested action must be supported by the Comprehensive Plan. <br /> Response: Conversion of land from residential to commercial use is discouraged in the <br /> Comprehensive Plan under land use Policy 2.1.3.,with the exception of subsection(d)which states, <br /> "conversion of residentially designated properties to commercial use may be permitted for <br /> redevelopment of existing commercial uses were, (i)the redevelopment is necessary to preserve the <br /> economic viability of an existing commercial use that serves the community, (ii)the commercial <br /> redevelopment is part of a unified commercial development that includes coordinated architectural <br /> design, site and parking layout,landscaping, access,drainage, and utilities;and(iii)the <br /> redevelopment includes elements that address potential impacts on adjacent residential areas. <br /> This site has an existing"commercial looking" structure and the site has not had residential use on it. <br /> The owner has stated a desire to see the building and its future use made more amenable to the <br /> surrounding neighborhood area. <br /> City Council has the discretion to consider that this property is on a busy arterial corridor that will <br /> likely see more traffic in the future. By the nature of the limited size of this site,any housing placed <br /> on it would be placed close to the right of way, so it would be relatively more impacted by noise and <br /> other associated impacts. Also,the addition of limited commercial and office use in this general <br /> location, and on this site in particular,would benefit local residents,who may wish to enjoy the <br /> lakefront. <br /> 2. Have circumstances changed? <br /> Response:Population growth in the area,increasing traffic,the vacation of this building as a previous <br /> fire hall(public structure),have worked together to create an opportunity in the eye of the investor <br /> that this property could better serve the needs of the local community as a small scale commercial/ <br /> office site. <br /> The long-term future use of the site is limited commercial/office,in keeping with adopted land use <br /> policy regarding uses east of 19th Avenue SE. The Planning Commission is supportive of this <br /> assessment. <br /> 3. Are there any erroneous assumptions or new information? <br /> Response:No. <br /> 4 <br /> 37 <br />
