6 • <br /> 4. Will the change promote a more desirable land use pattern? <br /> Response: Yes. Serving the needs of the local area is a goal of the Comprehensive Plan. <br /> 5. Should the proposed land use designation be applied to other properties in the vicinity? <br /> Would approval of this application constitute a granting of special privilege? <br /> Response:No. The existence of a busy state route and local feeder street at this location,proximity <br /> to a public gathering area, and this building and its site having no residential history, are driving <br /> factors in this instance. <br /> 6. What impacts might there be on other properties in the vicinity, could compatibility be <br /> assured? <br /> Response: Compatibility can be assessed in light of how land use transitions from corridors to <br /> quieter residential areas typically work. This site is on the busy side of such a transition area. The <br /> important element in this decision is to ensure that the future use is in keeping with the standing <br /> policy to keep commercial uses east of 19th Avenue SE less intensive in nature,which a rezone to B-1 <br /> (Neighborhood Business)would accomplish. <br /> 7. Would the change of the land use designation pressure other properties in the vicinity to do <br /> the same? <br /> Response: Not anywhere near this site. . The adjacent apartment complex would not be appropriate <br /> for conversion and there is commercial zoning to the south. <br /> D. Planning Commission Recommendation: <br /> Planning Commission recommends City Council approve the proposed Resolution to amend the <br /> Comprehensive Plan map and approve the rezone. <br /> 38 <br />
