CITY OF EVERETT <br /> PLANNING COMMISSION <br /> RESOLUTION NO. 12-02 <br /> A Resolution Recommending City Council <br /> Approve an Amendment to the Comprehensive Plan <br /> Map Designation from 1.6 (Multiple Family) to 4.1 <br /> (Neighborhood Business)with a Change in zoning from R-3 <br /> (Multiple Family) to B-1 (Neighborhood Business). <br /> The Firehouse Rezone <br /> WHEREAS,the City of Everett adopted a new Comprehensive Plan in August, 1994, in <br /> conformance with the Washington State Growth Management Act, and <br /> WHEREAS,the Growth Management Act, codified as Chapter 36.70A, allows for <br /> comprehensive plans to be amended on an annual basis, and <br /> WHEREAS, the City of Everett initiated its 2011-2012 annual comprehensive plan amendment <br /> process in July of 2011, which included consideration of Land Use Map amendments and rezone <br /> applications initiated by property owners or the City Planning Commission, and <br /> WHEREAS, Everett the subject property was at one time in public ownership (Fire District# 1), <br /> but has since been purchased by the applicant, a private entity, and <br /> WHEREAS,the applicant, Metco Development, has requested an amendment of the <br /> Comprehensive Plan map designation from 1.6 (Multiple Family)to 4.1 (Neighborhood <br /> Business) see Exhibit A, and a change in zoning from R-3 (Multiple Family)to B-1 <br /> (Neighborhood Business), see Exhibit B, and <br /> WHEREAS, city staff did meet with the Silver Lake Neighborhood on January 2, 2012 to <br /> explain the proposal; and <br /> WHEREAS,Planning Commission held a public hearing on the matter on March 6, 2012, at <br /> which time the Commission invited public testimony, heard staff's presentation, and considered <br /> the various aspects of the proposal. <br /> WHEREAS,THE PLANNING COMMISSION FINDS: <br /> 1. The purpose for the requested Comprehensive Plan land use map amendment and rezone <br /> is to provide for a change in allowed use of the subject property from medium density <br /> residential to neighborhood commercial/mixed use. <br /> PC Resolution 12-02 Page 1 <br />
