2. The location of the proposed zoning change could serve the needs of the nearby <br /> residential population, while minimizing negative effects from traffic and noise. <br /> 3. To achieve the indicated land use changes the City needs to amend the Comprehensive <br /> Plan Land Use map from 1.6 (Multiple Family) to 4.1 (Neighborhood Business) see <br /> Exhibit A, and to change zoning from R-3 (Multiple Family) to B-1 (Neighborhood <br /> Business). <br /> 4.
