3 <br /> g. because of a lack of required ventilation, lighting and doors in the bathrooms of <br /> the motel units; violations of IPMC 403.2 and IPMC 402.3. <br /> h. because of the mechanical/laundry room serving the main building had <br /> combustion air deficiencies for the water heater, main electrical panel hazards <br /> of missing equipment and working clearance obstructions and improper <br /> plumbing installations; violations IPMC 603.5, IPMC 604.3 and IPMC 504.1. <br /> i. with discarded mattresses and broken furniture in the yard on the property. <br /> Such violations are an annoyance and disrupt and injure the comfort, repose, <br /> health and safety of others. The entire community is affected by the activity; in <br /> violations of Everett Municipal Code (EMC) 8.20.020 (A)(C). <br /> j. with three vehicles with expired license tabs parked in the front lot of the <br /> property in public view. Such violations are an annoyance and disrupt and injure <br /> the comfort, repose, health and safety of others. A letter of condemnation was mailed to the Respondent via first class mail <br /> on November 20, 2013. (Exhibit#7, Condemnation Placard dated November 18, <br /> 2013 with photos) (Exhibit#8, Letter of Condemnation dated November 18, 2013) <br /> (Testimony of Code Enforcement Officer Keirsey) <br /> 4. On November 20, 2013, the City issued the Respondent a violation citation for <br /> violations of EMC 8.20.020(A)(C), EMC 8.22.030(A), IPMC 108.1.3 as adopted by <br /> EMC 16.005.010 and IPMC 108.1 as adopted by EMC 16.005.010. Copies were <br /> mailed to the Respondent via first class and certified mail to the Respondents last <br /> known address which ECE Officer Keirsey obtained from Snohomish County <br /> Assessors Record. A copy of the citation was posted at the property on November <br /> 20, 2013 and a copy was emailed to the Respondent on November 21, 2013. Each <br /> method of service used is independently sufficient to provide notice.
