August 19, 2015 The regular meeting of the Everett City Council was called to order at 6:30 p.m., August 19, 2015, in the City Council Chambers of the William E. Moore Historic City Hall, Council President Bader presiding. Upon roll call it was found that Mayor Stephanson and Council Members Moore, Murphy, Bader, and, Tuohy were present. Council Members Roberts, Gipson, and Stonecipher were excused. Council Member Tuohy led the Pledge of Allegiance. The minutes of the August 12, 2015, City Council meeting were approved as printed. Council Member Moore abstained from the vote. MAYOR Mayor Stephanson provided an update on the fires in Eastern Washington and thanked Fire Chief Gordon and firefighters for supporting the effort. Mayor Stephanson reported on his participation at the Summer Reading Program Awards ceremony hosted by the Everett Public Library on August 18, 2015, and thanked library staff for their work. He also stated that Fitch & Associates are finalizing their report, which will be provided to the Council before the end of the week. COUNCIL Council Member Moore thanked volunteers and citizens who participated in recent community events. Council Member Murphy requested an update from City staff on the progress of the Riverfront project, from both residential and commercial standpoints. Council Member Murphy provided recommendations for the new City Council Rules of Procedure for the conduct of Council and requested the topic be revisited at a future meeting. He announced that the first Budget and Finance Subcommittee meeting will be held on September 2, 2015, the Budget Review Number 5 presentation will be provided at that time at the subcommittee level. 246
