The capacity of the siphon pipes <br />between the Siphon Headworks on the west side of the river and DS -0 on the east side is limited by hydraulic <br />restrictions in DS -0. Installing a large diameter gravity pipe or a pumping station discharging to the <br />Oxidation Pond would reduce surcharging in DS -0, thus increasing the capacity of the siphons and <br />maintaining Snohomish River Outfall No. 3 (SRO3) in Combined Sewer Overflow (CSO) regulatory <br />compliance. This project is listed in the CSO Agreed Order to be on line by Dec. 31, 2017. <br />The project will proceed in two phases; the (1) pre -design phase will evaluate several alternatives and the (2) <br />design phase will implement the preferred alternative through design and construction. The Council will be <br />asked to authorize the design phase through a supplemental agreement at a later date. <br />RECOMMENDATION (Exact action requested of Council): <br />Authorize Mayor to Sign a Professional Services Agreement with HDR Engineering, Inc. to Provide <br />Engineering and Construction Management Services for the Everett Water Pollution Control Facility <br />Diversion Structure Zero project — Fre-Design Phase in the amount of $176,632. <br />
