SHANNON€WILSON,INC. <br /> GEOTECHNICAL REPORT <br /> 14TH STREET AND 16"" STREET MARINA DISTRICT <br /> EAST MARINA BULKHEAD REPLACEMENT <br /> EVERETT,WASHINGTON <br /> 1.0 INTRODUCTION <br /> This report presents the results of our subsurface explorations, laboratory tests, and geotechnical <br /> engineering analyses related to the proposed replacement of the 14th Street and 16th Street Marina <br /> Bulkhead, also called the east marina bulkhead. The purpose of our studies was to evaluate the <br /> subsurface conditions and develop geotechnical recommendations for the design and <br /> construction of the proposed bulkhead replacement. <br /> 1.1 Authorization <br /> Our work was performed under the Professional Service Agreement (PSA) for Geotechnical <br /> Engineering— 14th St. & 16th St.—Marina District (PSA 1-2012-025) dated July 27, 2012, and <br /> Modification No. 2 to the PSA dated March 14, 2013, between Shannon & Wilson, Inc. and the <br /> Port of Everett (Port). At the direction of the Port, we coordinated our recommendations and <br /> analysis with Moffatt&Nichol Engineers, Inc. (MNE) of Seattle, Washington, who are working <br /> for the Port under a separate PSA. <br /> 1.2 Report Organization <br /> The main text of this report includes descriptions of the site and project, field explorations, <br /> laboratory testing, subsurface conditions, and our conclusions and recommendations based upon <br /> our engineering studies and analyses. Subsurface explorations performed for this project as well <br /> as existing subsurface information from previous projects in the vicinity are presented in <br /> Appendix A. Appendix B includes the results of the laboratory testing performed for this <br /> project. Appendix C includes the results of our liquefaction analysis. Information about the use <br /> and limitations of this report is presented in Appendix E. <br /> Design information and base maps used in this report were provided by MNE and the Port. <br /> Elevations included in this report are referenced to the mean lower low water datum. <br /> 1.3 Site and Project Description <br /> The project site is located in Everett at the east side of the Port's North Marina, west of State <br /> Route 529/West Marine View Drive, near 14th and 16th Streets, see Figure 1.
