Additionally, regulations provide for the ability to consume
beer and wine in rental halls managed by the department(e.g. at a wedding reception at Floral Hall). The
former Key Bank building, which is a city-owned building under lease to the Village Theater and located at
the southwest corner of Wetmore Avenue and California Street, includes a concession space. A potential
concessionaire may desire to serve liquor, not only inside the building's concession space, but also on a
small area of the downtown plaza immediately adjacent to the Key Bank building. Today, authorization
does not exist to allow this activity.
The proposed ordinance would provide the required legislative authority to allow on-going liquor sales on
any city property, subject to a specific and subsequent authorization by City Council via a motion, resolution
or ordinance. The proposed ordinance would also authorize the continued selling of beer and wine at the
City's golf courses and would allow concessionaires to also sell and/or dispense liquor subject to appropriate
city, state, and federal requirements (section 3 of the proposed ordinance).
RECOMMENDATION (Exact action requested of Council):
Adopt an Ordinance relating to liquor, amending Ordinance Nos. 3471, 1145-85, and 2442-00,as amended.
1
