Lift Station No.24 <br /> collects sewage from over 15,000 residents in south Everett and areas immediately south of the City in Snohomish County. The <br /> discharge pipeline from Lift Station No.24 is a 20-inch ductile iron pipe installed in 1981. The discharge pipeline broke on April 12, <br /> 2012,causing a release of sewage into North Creek. In April-May 2012,forensic and structural analysis of the discharge pipeline <br /> indicated it has experienced damage and that other pipeline sections are susceptible to further breaks. On May 9,2012,the City <br /> Council adopted an emergency resolution,waiving competitive bidding requirements,but instituting a limited bidding process for the <br /> replacement of the first section(approximately 1600 feet)of the discharge line. The City received multiple bids for work,and City <br /> Council awarded a contract to low bidder Shoreline Construction on June 6,2012 for$896,914.50. <br /> As Shoreline Construction began work,the Public Works Department continued its analysis of the condition of the discharge line. By <br /> late July and August 2012,the pipe thickness readings made it apparent that severe erosion and pitting persisted along at least the first <br /> 3000 feet of the discharge line. There were readings at or below 0.1 inch,which is less than 25%of the standard pipe thickness for <br /> such a pipeline. Based on this,the Public Works Department has concluded that the entire 5000 feet of discharge line should be <br /> replaced as soon as possible on an emergency basis. In addition,a new pipeline route will be required. In accordance with the May <br /> 2012 emergency resolution,the City is directing Shoreline Construction by change order to proceed with the replacement of the first <br /> section of the discharge line in the new route. <br /> The Public Works Department has analyzed the possible methods for procuring a contractor for the replacement of the remainder of the <br /> discharge line,which is about 3000 feet. The Public Works Department believes that completing the replacement of the discharge line <br /> by change order to the Shoreline Construction contract will save between four to eight weeks in comparison to a limited emergency <br /> competitive process as done in May 2012 or in comparison to a normal competitive process.Because of the deteriorated nature of the <br /> discharge line,it is the professional engineering opinion of the Public Works Department,that a four to eight week delay of the <br /> replacement of the 3000 feet of discharge line represents an imminent and unacceptable risk of another break in the discharge line. <br /> The resolution authorizes the Mayor to sign change orders as necessary to direct Shoreline Construction to complete the replacement of <br /> the remaining 3000 feet,so that the entire 5000 feet is replaced. The Public Works Department estimates that the cost of these change <br /> orders will be approximately$2.5 million.The Public Works Department will periodically update City Council on the status of the <br /> work as it progresses. <br /> RECOMMENDATION: <br /> Adopt the Second Resolution Declaring an Emergency Regarding the Repair and Replacement of the Lift <br /> Station No. 24 Force Main. <br />
