mac• L� <br /> ORDINANCE NO. <br /> An Ordinance Amending the Zoning Code related to off-street parking <br /> standards for properties along Hewitt Avenue east of Broadway, Amending <br /> Ordinance No. 1671-89, as amended (EMC Title 19) <br /> WHEREAS, the City Council finds the following: <br /> 1. The Planning Commission has considered proposed regulations to ease parking requirements <br /> for properties located along Hewitt Avenue located east of Broadway. The Planning <br /> Commission conducted workshop discussions on April 17 and June 19,2012 and a public <br /> hearing on July 17,2012; and <br /> 2. Whereas the City Council has conducted a public hearing on the Planning Commission <br /> recommendation; and <br /> 3. The majority of buildings located within the affected corridor were constructed prior to <br /> adoption of zoning and parking standards, many of which are non-conforming with respect to <br /> parking; and <br /> 4. Existing regulations restrict the ability of owners of properties with limited off-street parking <br /> to lease building spaces to new uses that are otherwise permitted in the C-1 zone; <br /> 5. The proposed amendment is intended to broaden the range of uses that may lease the existing <br /> building stock, leading to better use of, and increased maintenance and investments to the <br /> buildings and historic character of the corridor; and <br /> 6. The City's traffic engineer conducted a survey of on-street parking usage in the vicinity and <br /> found the parking supply to be sufficient to support more parking intensive uses; and <br /> WHEREAS,the City Council concludes the following: <br /> 1. The modifications proposed are consistent with the comprehensive plan. <br /> 2. The proposal is consistent with the public health, safety, and welfare goals of the community. <br /> 3. The Environmental Review for the proposal was completed through adoption of a Final <br /> Determination of Non-Significance on June 6,2012. <br /> 1 <br />
