If a complete application has not been filed for a building permit or equivalent <br /> construction permit within eighteen months on a project for which a land use permit has <br /> been granted under Review Process II or III, and an extension has not been granted: <br /> A. The land use permit shall be deemed to be terminated, except where a time limit on <br /> the land use permit is otherwise established by federal or state law, city ordinance, or an <br /> executed development agreement. <br /> B.
