It appears that the request is inconsistent with <br /> Eligibility Criteria#3.I, and is being referred to the City Council to be processed in accordance <br /> with the provisions of the Policy. Section 4 provides broad discretion authorizing Council, <br /> following consideration of public comment,to take such action Council determines appropriate, <br /> notwithstanding other provisions of the Policy. <br /> A copy of the proposal is attached.
