The Vision 2040 RGS was adopted in 2008 without the changes requested by the City. <br /> 14. The State Office of Financial Management(OFM)has established a countywide"most <br /> likely"population forecast for Snohomish County for 2035. <br /> 15. Preliminary 2035 population and employment growth targets, based on the Vision 2040 <br /> RGS and the OFM 2035 forecast,have been developed through the SCT cooperative <br /> planning process for all jurisdictions within the County. <br /> 16. The countywide growth target planning process requires the jurisdictions in Snohomish <br /> County to provide preliminary 2035 growth targets in January, 2013,through the SCT <br /> Steering Committee. <br /> 17. The draft preliminary 2035 population target under review for the current Everett city <br /> limits is 164,812, an increase of 61,712 over Everett's 2011 population. <br /> 18. The draft preliminary 2035 population target under review for the current Everett city <br /> limits of 164,812 exceeds the population capacity of the existing comprehensive plan by <br /> an estimated 31,705 residents. <br /> 19. The draft preliminary 2035 employment target under review for the current Everett city <br /> limits is 145,428, an increase of 51,689 over Everett's 2011 employment. <br /> 20. The draft preliminary 2035 employment target under review for the current Everett city <br /> limits of 145,428 exceeds the employment capacity of the existing comprehensive plan <br /> by an estimated 2,697 jobs. <br /> 21. City staff has briefed the Planning Commission concerning the preliminary growth <br /> targets,the countywide planning process for establishing preliminary growth targets, and <br /> the growth capacity of the City's currently adopted comprehensive plan. <br /> 22. City staff reported that the City has documented and repeatedly expressed to the PSRC <br /> and its fellow jurisdictions in Snohomish County its concerns and doubts about the <br /> growth suggested for Everett by the Vision 2040 RGS. <br /> 23. The Planning Commission has expressed concern over the ability of the City to accept the <br /> proposed level of population growth as proposed by the draft preliminary 2035 growth <br /> targets. <br /> 24. The Planning Commission has expressed doubts about the ability of the City to reach the <br /> 2025 employment growth target of the City's currently adopted comprehensive plan of <br /> 130,340 jobs, which represents an increase of 36,601 jobs over the estimated 2011 <br /> employment in the City. - <br /> 25. City staff reported to the Planning Commission that it has communicated to other <br /> jurisdictions in Snohomish County that the City is considering a 2035 population growth <br /> target that is approximately 21,000 lower than the draft preliminary target of 164,812, but <br /> approximately 10,000 greater than the capacity of the existing comprehensive plan. <br /> 9 <br />
