3 <br /> RESOLUTION NO. <br /> A Resolution establishing preliminary 2035 growth targets for consideration <br /> in the 2015 update of the City's Growth Management Comprehensive Plan. <br /> WHEREAS, the City Council finds the following: <br /> • 1. The Growth Management Act(GMA) requires jurisdictions in Snohomish County to <br /> update their comprehensive plans by June 30, 2015. <br /> 2. The City's existing comprehensive plan horizon is 2025. <br /> 3. The 2015 comprehensive plan updates must extend the growth planning horizon to 2035, <br /> including new growth targets for population, housing and employment for each <br /> jurisdiction. <br /> 4. GMA requires a cooperative countywide approach to detennine how future growth <br /> targets are established in each county. <br /> 5. GMA requires adoption of Multi-County Planning Policies for Snohomish, King and <br /> Pierce counties, the update of which was adopted in 2008 as the Puget Sound Regional <br /> Council (PSRC) Vision 2040 Regional Growth Strategy(RGS). <br /> 6. The Snohomish Countywide Planning Policies (CPP's) were updated in 2011, adopting <br /> the PSRC Vision 2040 RGS as the basis for how population, housing and employment <br /> growth targets are to be established in Snohomish County. <br /> 7. The City is currently engaged in the process of establishing preliminary growth targets <br /> with its fellow jurisdictions through the interjurisdictional Snohomish County Tomorrow <br /> (SCT) cooperative planning forum. <br /> 8. The RGS has established numerical guidance for jurisdictions to use in establishing <br /> growth targets for 2040. <br /> 9. The RGS has prioritized"metropolitan cities"(Everett) and "core cities" (Lynnwood and <br /> Bothell)for a greater proportion of future population and job growth than past growth <br /> patterns have supported. <br /> 10. The RGS discourages directing growth to unincorporated urban growth areas, even <br /> though many such areas within Snohomish County, particularly in the southwest portion <br /> of the county, have long been planned for urban levels of growth and future annexation <br /> by affiliated cities. <br /> 11. The City of Everett provided comments to the PSRC in 2007 during the process of the <br /> update of the Vision 2040 RGS expressing strong reservations about the City's ability to <br /> accommodate the very large population and employment increases suggested by the <br /> numerical guidance of the draft RGS. <br /> • <br /> 8 <br />
