Other Commissioners attending: Commissioner <br /> Alder, Commissioner Jordison, Commissioner Adams, Commissioner Chase,Commissioner Sand, <br /> Commissioner Olivers,and Commissioner Murphy. <br /> Commissioners Absent: None <br /> Planning Staff: Allan Giffen, Dave Koenig,Jim Hanson, Mary Cunningham, and Kathy Davis <br /> Item 1: Public Briefing—Shoreline Public Access Plan <br /> 7:15:56 PM <br /> Item 2: Public Briefing—Growth Targets for the next 20 year Comprehensive Plan Update <br /> Allan Giffen, Planning staff,stated that Planning Commission will soon be working on the update to the <br /> City's Comprehensive Plan. The Growth Management Act requires that the City update their plan by <br /> June 30, 2015. A very important fundamental part of that work is establishing growth targets for <br /> population and jobs. The current Comprehensive Plan covers growth targets out to 2025 which were <br /> adopted in 2005. GMA requires that Comprehensive Plan be updated by 2015 and requires the City to <br /> plan for a 20-year growth horizon, which means that the growth target should be extended to 2035. <br /> The growth targets are supposed to be based upon the Vision 2040 Regional Growth Strategy that was <br /> adopted by PSRC in 2008. In 2011,the County adopted the Countywide Planning Policies which adopted <br /> the Vision 2040 Growth Strategy as the basis for how the cities and the County are supposed to plan for <br /> the next update. <br /> 7:18:12 PM <br /> Commissioner Olivers asked if there had been any pushback from local planners. Mr. Koenig <br /> commented that the Office of Financial Management at the State level came up with the projected <br /> numbers and they did say that they did take the economy into consideration. <br /> Mr.Giffen stated that the PSRC regional growth strategy was adopted in 2008 before cities could <br /> understand the effects of the recession. The regional growth strategy is for a 4-county region which <br /> includes Kitsap, King, Pierce, and Snohomish counties. The concept encourages the greatest amount of <br /> growth in "metropolitan" (Everett) and "core" cities (Lynnwood, Bothell)which have regionally <br /> designated growth centers. A lower proportion was designated for the "larger" and "smaller"cities, and <br /> in "unincorporated Urban Growth Areas(UGA's)." In Snohomish County,there are large unincorporated <br /> areas that are designated urban,which is not the case in King County. This strategy allocates less <br /> growth into areas that are already planned for significant urban growth in Snohomish County. To <br /> implement this strategy in Snohomish County would require the County Council to downzone a number <br /> of areas in the unincorporated UGA. The strategy also includes discouraging growth in rural areas, and <br /> serving growth areas with regional transportation investments. <br /> Mr. Giffen presented a graphic of the planning areas. The Municipal Urban Growth Area (MUGA) is <br /> shaded in the planning subareas of 5 and 6. The first two Comprehensive Plans the City adopted under <br /> GMA,the City planned for just one number for the entire urban growth area. The City received an <br /> 12 <br />
