<br /> adopt a target for what is in the City and a target for what is outside the City but within the planning
<br /> area.For._the_2025_gr_o_wth_targets that were adopted in 2005,the population growth target within the
<br /> City limits was 123,060 and within its MUGA(50,210)for a total of 173,270. There is capacity for that
<br /> figure under the City's existing plans. The 2025 target for City employment was 130,340 and within
<br /> MUGA(6,520)for a total of 136,860.
<br /> Mr. Giffen presented a chart of population and employment targets compared to 2011 population and
<br /> employment. The MUGA population in 2011 is more than Lynnwood, Edmonds, and other neighboring
<br /> cities with the exception of Marysville. Overall,the population would have to increase by about 2,000
<br /> per year in order to get from 145,113 to 173,270 by 2025. Mr. Giffen felt that the overall employment
<br /> target for 2025 was too high and did not see the economic demand for that kind of growth although the
<br /> capacity is there. The City has not been growing that fast in the last few years. He did not feel that the
<br /> 2025 employment numbers were feasible.

<br /> In the Countywide growth allocation process,the Countywide Planning Policies direct cities and county
<br /> to establish preliminary growth targets. The targets are based on the Vision 2040 regional growth
<br /> strategy as a basis for distributing future growth. The State has given Snohomish County a "most likely"
<br /> population forecast for 2035 of 955,000 which is about 45,000 higher than projected for 2025. All the
<br /> County and cities plans must accommodate the countywide population forecast for 2035.
<br /> Mr. Giffen presented a chart of Everett's preliminary 2035 growth targets based on the regional growth
<br /> strategy for the City limits only. Over the 10 year timeframe of its 2025 population target and the
<br /> preliminary 2035 target, Everett is supposed to grow by an amount greater than the than the current
<br /> population of Lynnwood. In the MUGA,the target is lower than what the City has currently planned for
<br /> in that area. The City has been in discussions with the County and PSRC regarding the population
<br /> decrease in the municipal urban growth area (MUGA). Everett's future employment numbers are not as
<br /> drastic as the population numbers.
