Specific examples of intervention for parents(which in turn, supports the child)include:
• Referrals to parenting classes to understand the normal development of their child and positive parenting
techniques.
• Supporting the parents with setting up morning routines and getting their child to school on time.
• Supporting parents of physically aggressive children, connecting them with parenting strategies and referrals
to behavior specialists.
• Helping parents understand the At Risk Youth petition and court system process, the Becca Bill(truancy and
compulsory attendance law)and Everett's alternative public school, the PASS Program. If these last resort
measures are necessary for the family, the Specialists will support the parents and children throughout the
processes.
• Provide parent engagement events, which increase parent social supports and promote school engagement
skills.
Target Population:
The Child and Family Specialist Program targets homeless and low-income children age birth to 17 years either residing in
Housing Hope's Everett Emergency Shelter or Service Supported Homeless Housing sites or children receiving care at
Tomorrow's Hope Child Development Center in South Everett. The Specialists will each serve approximately 45
unduplicated children per year.
How and When Service Will Be Provided:
The Child and Family Specialists provide services on an as-needed basis when a referral is made. The Specialists' services
are provided until either the family stabilizes or the family is connected with the appropriate community service. The major
sources of referrals include:
• Entry into Housing Hope's programs and housing:The Family Support Coach (formerly called Case Manager)
and the family draw up an initial plan to stabilize the family and this could include assessments of the children
by the Specialist at that time and referrals to needed services. In addition, the referral may come at a later
time if the Family Support Coach notices developmental delays or safety issues.
• CPS involvement: Referrals for services can happen as children transition in or out of the home due to CPS
involvement.
• School Districts:School Districts, including the Everett School District, can refer children for services to
coordinate with the Specialist and support the parents in moving their children forward.
Services are generally provided to the child or parent in the home or on-site at Tomorrow's Hope,one-on-one or in small
groups, by the Child and Family Specialist as needed.
Staffing:
Housing Hope currently employs three Child and Family Specialists equaling 2.0 FTE, Maribeth Darst,Schana Odell and
Michelle Basham. Ms. Darst,a full-time Child and Family Specialist, holds a Bachelor's degree in Criminal Justice and M.A.
in Psychology and has 4 years'experience as a Family Support Coach and Support Behavioral Specialist and has focused on
the needs of youth. She is a certified Incredible Years parenting course instructor and has worked with high-risk youth in
group home settings. Ms.Odell,a part-time Child and Family Specialist, holds a B.A.in Human Services from Western
Washington University, over 15 years of experience working with low-income children and families. Ms. Basham,a part-
time Child and Family Specialist, holds a B.A. in Psychology from Columbia College, Master of Social Works and Applied
Behavioral Analysis from Arizona State University.Over seven years of experience working with children in the mental
health and human services fields.
