5. Locate and screen utility meters, electrical conduit, and other service and <br /> utilities apparatus so they are not visible from adjoining properties and nearby <br /> streets. <br /> 6. Other provisions of subsection E of this section notwithstanding, service areas <br /> used by residents shall be located to avoid entrapment areas and other conditions <br /> where personal security is a problem. The city may require pedestrian-scaled <br /> lighting or other measures to enhance security. <br /> 7. Required structural enclosures for trash, recyclables storage, and other <br /> materials shall be constructed of masonry or heavy-gauge metal and have a roof. <br /> Where adjacent to a residentially zoned property, the service area shall be <br /> completely enclosed on the sides facing those properties. The walls must be <br /> sufficient to provide full screening from the affected roadway or use. The enclosure <br /> may use overlapping walls to screen dumpsters and other materials. (See Figure <br /> 318.070-7.) Gates shall be made of heavy-gauge, site-obscuring metal. <br /> 8. Collection points shall be located and configured so that the enclosure gate <br /> swing does not obstruct pedestrian or vehicle traffic, or does not require that a <br /> hauling truck project into any public right-of-way. <br /> •t t y i <br /> 4 f <br /> Figure 3113.070-7. Reduce the number of dumpsters on the property to a single dumpster in the <br /> previously approved enclosure. Complete this corrective action by <br /> September 4, 2015. <br /> OR, <br /> 2. Contact the City of Everett and Planning and Building Divisions located at <br /> 3200 Cedar Street to apply for and obtain all necessary and required permits <br /> to bring the property and structures into compliance with the Everett Municipal <br /> Code. This will include a building permit for dumpster enclosures and <br /> approval for any changes in parking.
