5. Locate and screen utility meters, electrical conduit, and other service and utilities apparatus so they are not visible from adjoining properties and nearby streets. 6. Other provisions of subsection E of this section notwithstanding, service areas used by residents shall be located to avoid entrapment areas and other conditions where personal security is a problem. The city may require pedestrian-scaled lighting or other measures to enhance security. 7. Required structural enclosures for trash, recyclables storage, and other materials shall be constructed of masonry or heavy-gauge metal and have a roof. Where adjacent to a residentially zoned property, the service area shall be completely enclosed on the sides facing those properties. The walls must be sufficient to provide full screening from the affected roadway or use. The enclosure may use overlapping walls to screen dumpsters and other materials. (See Figure 318.070-7.) Gates shall be made of heavy-gauge, site-obscuring metal. 8. Collection points shall be located and configured so that the enclosure gate swing does not obstruct pedestrian or vehicle traffic, or does not require that a hauling truck project into any public right-of-way. •t t y i 4 f Figure 3113.070-7. Examples of acceptable dumpster enclosures To eliminate this violation, you must: 1. Reduce the number of dumpsters on the property to a single dumpster in the previously approved enclosure. Complete this corrective action by September 4, 2015. OR, 2. Contact the City of Everett and Planning and Building Divisions located at 3200 Cedar Street to apply for and obtain all necessary and required permits to bring the property and structures into compliance with the Everett Municipal Code. This will include a building permit for dumpster enclosures and approval for any changes in parking. Complete this corrective action by September 4, 2015.
