No. 3260-12 on
February 15,2012; Ord.
No. 3277-12 on July 25,
2012
Attachments
Proposed Ordinance
(background information
provided in separate
package)
Department(s) Approval
Legal, Planning
nt Budgeted
N/A
diture Required
F
N/A
Budget Remaining
N/A
Additional Required
N/A
DETAILED SUMMARY STATEMENT:
The Central Waterfront Redevelopment Plan includes a vision for the redevelopment of the former
Kimberly-Clark mill site and other properties in the imrnediate vicinity, and proposes amendments to the
zoning regulations for the properties located within the planning area. This ordinance amends the zoning
regulations of the M-2 zone for properties located west of West Marine View Drive, and of a few parcels
located the Core Residential Area on the east side of West Marine View Drive.
The changes to the M-2 regulations prohibit certain uses that are otherwise allowed in the M-2 zone, and
include more detailed development and design standards intended to promote greater compatibility between
new uses on the former KC mill site and the abutting neighborhoods to the east. Building height limits
would be reduced from 80 feet to 50 feet; with possible exceptions for manufacturing activities requiring a
greater building height. View corridors are established within the extension of east -west street rights-of-
way. On-site public access is encouraged, but not required if it would be incompatible with water -dependent
industrial uses. Regulations to promote compatibility with Naval Station Everett include the opportunity for
the Navy to review a comprehensive security and public safety plan at time of land use permit review. The
ordinance also repeals the moratorium on land use and building permits that would otherwise expire
February 15, 2013.
RECOMMENDATION (Exact action requested of Council):
Adopt Ordinance Establishing Zoning Regulations for the Central Waterfront Planing Area, Amending
Ordinance No. 1671-89 (EMC Title 19, Zoning), as 125 nded, and repealing Ordinance No.'s 3277-12 and
3260-12, as amended.
