5 <br />ORDINANCE NO. <br />An Ordinance Establishing Zoning Regulations for the Central Waterfront <br />Planning Area, Amending Ordinance No. 1671-89 (EMC Title 19, Zoning), as <br />amended, and repealing Ordinance No.'s 3277-12 and 3260-12, as amended. <br />WHEREAS, the City Council makes the following findings: <br />1. The City Council adopted Ordinance No. 3260-12 on February 15, 2012, establishing a <br />moratorium on certain types of land use and building permits, and establishing a planning <br />process for the Central Waterfront Planning Area; <br />2. The City conducted a planning process for the Central Waterfront Plamiing Area <br />consistent with the directives of Ordinance No. 3260-12, which has resulted in a <br />recommendation from the Plamiing Commission to amend the land use regulations within <br />the planing area; <br />3. The City Council has adopted the Central Waterfront Redevelopment Plan as a Subarea <br />Plan of the Everett Growth Management Comprehensive Plan, which establishes a vision <br />for the planning area, including revised land use regulations; <br />4. The Planning Commission has conducted public workshops and public hearings on the <br />proposed amendments to the existing land use regulations for the Central Waterfront <br />Plaruing Area, and has recommended that the City Council adopt amendments to the <br />existing land use regulations in the City's Zoning Code (EMC Title 19); <br />WHEREAS, the City Council makes the following: conclusions: <br />1. The City staff has prepared revisions to the zoning regulations for the Central Waterfront <br />Planing Area based upon analysis of economic, land use, infrastructure and <br />transportation conditions, and public feedback generated by a robust public participation <br />process. <br />2. The proposed amendments to the existing zoning standards are consistent with the <br />policies of the Everett Growth Management Comprehensive Plan. <br />3. The proposed amendments to the zoning code bear a substantial relation to the public <br />health, safety or welfare and promote the best long term interests of the Everett <br />conununity. <br />NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br />Section 1: Table 5.2 of Section 36 of Ordinance No. 2397-99, as amended, (EMC Chapter 5 <br />Table 5.2) which reads, in part, as follows: <br />1 <br />126 <br />
