The Ordinance established a six- <br />month moratorium under RCW 36.70A.390, on the acceptance of applications or issuance of permits for new <br />uses or buildings in order for the City to conduct a re=use planning process for the Central Waterfront <br />Plamling Area. On July 25, 2012, the City Council adopted Ordinance No. 3277-12 extending the <br />moratorium an additional six months to allow the City to complete the redevelopment planning process. <br />The Plamzing Commission has conducted a thorough public participation and planning process to develop a <br />redevelopment plan for the Central Waterfiont Planning Area. The Planning Commission, at their October <br />m <br />23, 2012 meeting, adopted a resolution recomending approval of the subarea plan and implementing land <br />use regulations. This ordinance will adopt the Central Waterfiont Redevelopment Plan as a subarea plan of <br />the Everett Comprehensive Plan. The plan is attached as an exhibit to the ordinance. The appendices to the <br />plan are not included in the attached documents, but have been provided separately to the City Council and <br />are available on the Planning Department webpage. A separate ordinance will amend the Zoning Code for <br />the implementing land use regulations. <br />RECOMNIENDATION (Exact action requested of Council): <br />Adopt Ordinance Adopting the Central Waterfront Redevelopment Plan as a Subarea Plan of the Everett <br />Growth Management Comprehensive Plan, Amending Ordinance No. 2021-94, as amended. <br />93 <br />
