9 <br />ORDINANCE NO. <br />An Ordinance Adopting the Central Waterfront Redevelopment Plan <br />as a Subarea Plan of the Everett Growth Management <br />Comprehensive Plan, Amending Ordinance No. 2021-94, as amended. <br />WHEREAS, the City Council makes the following findings: <br />1. The City Council adopted Ordinance No. 3260-12 on February 15, 2012, establishing a <br />planning process for the Central Waterfront Planning Area; <br />2. Ordinance No. 3260-12 specified a variety of items to be included in the work plan for <br />the planning process; <br />3. The City has followed a robust public outreach process to solicit input from the greater <br />Everett community, Kimberly-Clark, the Port of Everett, Naval Station Everett, and <br />citizens from surrounding neighborhoods; <br />4. The City hired a land use economist to prepare a report concerning the range of uses that <br />are economically viable on the former Kimberly-Clark mill site, including uses that <br />would maximize the economic benefits from redevelopment of the former mill site, and <br />the economic impacts and benefits to surrounding areas, including downtown Everett; <br />5. The City hired a public access consultant to examine the potential for incorporating <br />public access into the former mill site and to connect to existing public access facilities <br />existing or planned in the vicinity of the Central Waterfront Planning Area; <br />6. The Department of Ecology attended public workshops and provided testimony to the <br />Planning Commission concerning the State law and public review process related to <br />cleanup of the former mill property; <br />7. The Planning Commission held public workshops and public hearings on June 19, July <br />17, August 21, September 18, and October 23, 2012, to hear presentations from City <br />staff, the consultant team, Kimberly-Clark representatives, and members of the public; <br />S. City staff prepared four distinct land use alternatives with potential land use regulations <br />for public consideration and comment for the Central Waterfront Planning Area; <br />9. The City prepared a SEPA Addendum addressing the environmental impacts of the <br />proposed land use changes of each of the four land use alternatives, consistent with the <br />State Environmental Policy Act. <br />10. City staff prepared a Preferred Alternative land use subarea plan and draft land use <br />regulations based upon public input, economic analysis, property owner input, <br />consideration of impacts on the Port of Everett and Naval Station Everett, and direction <br />from the Planning Commission. <br />11. The Planning Commission has recommended that the City Council adopt the Central <br />Waterfront Redevelopment Plan and implementing land use regulations. <br />94 <br />
