4 <br />WHEREAS; the City Council concludes the following: <br />Adoption of the Central Waterfront Redevelopment Plan as a subarea plan of the Growth <br />Management Comprehensive Plan is consistent with the requirements of RCW 36.70A; <br />2. Adoption of the Central Waterfront Redevelopment Plan and implementing land use <br />regulations provides for the public interest by identifying viable economic uses of the <br />waterfront while encouraging public access on-site in the event non -water -dependent uses <br />are established on the former Kimberly-Clark mill property. <br />3. The Central Waterfront Redevelopment Plan and implementing land use regulations <br />include high quality development standards that will protect surrounding neighborhoods <br />and encourage investment in Everett's waterfront, downtown, and neighborhoods located <br />near the Central Waterfront Planning Area. <br />4. The proposed Central Waterfront Subarea Plan and implementing land use regulations <br />are consistent with existing Comprehensive Plan policies, the Shoreline Master Program, <br />the State Growth Management Act and the State Shoreline Management Act. <br />5. The proposed Central Waterfront Subarea Plan and implementing land use regulations <br />promote the best long-term interests of the Everett community. <br />NOW, THEREFORE, THE CITY ORDAINS the following: <br />Section 1. The Everett Growth Management Comprehensive Plan, Ordinance No. 2021-94, <br />as amended. is hereby amended by the adoption of The Central Waterfront Redevelopment <br />Plan, attached hereto as "Exhibit A". The City shall use the Central Waterfront Redevelopment <br />Plan to supplement comprehensive plan policies in the review of land use permit applications to <br />provide consistency with the vision for the area as stated in the plan. <br />Section 2. The City shall consider future amendments to the Shoreline Public Access Plan, as <br />appropriate, to incorporate land acquisition and/or public access improvements identified in the <br />Central Waterfront Subarea Plan and vicinity, and refinements thereto that may be established in, <br />the future through the shoreline permit process for properties located within the Central <br />Waterfront Planning Area. <br />Section 3. The City shall consider amendments to the Capital Facilities and Utilities Element of <br />the Comprehensive Plan as determined necessary to support the future re -use and redevelopment <br />of the Central Waterfront Planning Area. <br />95 <br />
