Staff has determined the Challacombe&Fickel Building meets the criteria for the Everett <br /> Register in the following ways: <br /> • It was built in 1923 as documented by water records and the 1923 Polk's <br /> Directory, so it is 86 years old; <br /> • It is significant to Everett's cultural and architectural history; and <br /> • The exterior of the building is substantially original and in its original location. <br /> The building also falls into three of the additional categories required for the Register. It <br /> is associated with the lives of persons significant to local history,Nicholas B. <br /> Challacombe and Charles H. Fickel. It also embodies the architectural characteristics of <br /> two styles of design, Colonial Revival and American Foursquare, in a mixed use <br /> commercial and residential building. And finally, it reflects elements of the city's <br /> architectural history through being designed by B. F. Turnbull, one of Everett's most <br /> important architects during the early 1920s. <br /> Recommendation <br /> Staff recommends that City Council concur with the Historical Commission <br /> recommendation to approve listing the Challacombe&Fickle Building on the Everett <br /> Register of Historic Places. <br /> November 30, 2009 <br />
