6.)The area from 3200 block of Smith Ave to the 3900 block of Smith Ave plus two <br /> blocks on either side. This is the new Everett Transit Center. This is a major <br /> traffic and pedestrian hub for the city of Everett. The transit center is a valuable <br /> asset for citizens, but also an area where many narcotics sales and use occurs. <br /> The ACT Team and bicycle officers have made many arrests at the transit center <br /> for narcotics related crimes. <br /> 7.) The entire area on Casino Road extending from Evergreen Way to Airport Road <br /> and two blocks north and south of this area of Casino Road. This area continues <br /> to be a very transient in nature which brings about high crime and narcotics <br /> activity. Officers continue to make many arrests for both sales and use in this <br /> area. While assigned to the Drug Task Force, I personally was involved with <br /> several narcotics investigations in this area. <br /> 8.)The area from 1100 to 3200 block of Hewitt Ave and two blocks north and south <br /> of this area of Hewitt should be left as the S.O.D.A. area. Although I have not <br /> personally seen much narcotics activity between the 2300 and 3200 block of this <br /> area, I am aware that the Patrol division of the police department has continuing <br /> concerns about narcotics trafficking all along Hewitt, from 1100 block to 3200 <br /> block. This area does encompass several bars and the Everett Events Center. <br /> Officers continue to make arrests and contacts for narcotics crimes in this area. <br /> 9.) The entire area of Evergreen Way extending from 4700 block south to the city <br /> limits and two blocks east and west of Evergreen Way. This area has many <br /> businesses, motels, and apartment complexes which have led to multiple arrests <br /> and contact for narcotics related crimes. I personally have been involved with <br /> several narcotics investigations in this area where narcotics were sold. <br /> These areas are known to me because of my experience and training as a police officer, <br /> narcotics detective, and police supervisor. <br /> Attached and incorporated by reference to my declaration is a description of the areas <br /> described above, all of which are contained within the city limits of Everett, that I am <br /> recommending on behalf of the Everett Police Department to the Everett City Council to <br /> be designated as Stay Out of Drug Areas ("SODA') areas, to-wit: <br /> 1. 700 block to 1100 block of North Broadway, and two blocks east and west of this <br /> area of North Broadway; and <br /> 2. 1100 block to the 4100 block of Broadway, and two blocks east and west of this <br /> area of Broadway; and <br /> 3. Evergreen Way extending from the 4700 block to the south city limits, and two <br /> blocks east and west of this area of Evergreen Way; and <br /> SODA areas declaration Page 2 of 3 <br /> Sgt.
