Stay out of Drug Areas <br /> Declaration of Sergeant Robert A. Marshall <br /> December 2009 <br /> I, Robert A. Marshall, certify or declare under penalty of perjury under the laws of the <br /> state of Washington that the following is true and correct: <br /> 1.) I am currently assigned as the supervisor for the Everett Police Department's <br /> Anti-Crime Team (ACT) and have been since September of 2009. Part of the ACT <br /> Team's responsibilities include narcotics arrests and investigations. We focus on <br /> problem areas in the city with the goal of reducing or eliminating drug related <br /> crimes proactively. <br /> 2.) I have been a commissioned police officer with the city of Everett for over 22 <br /> years. I have worked in patrol, training, and investigations. I have worked all <br /> areas of the city both days and nights. I was assigned from 1998 to 2000 to the <br /> Everett Police Department's narcotics unit. In 2000 we merged with the <br /> Snohomish Regional Drug Task Force. I have investigated both street level, mid <br /> level, and upper level narcotics cases. I have made or been involved with several <br /> hundred narcotics arrests in the city of Everett. I have attended several hundred <br /> hours of training related to narcotics identification and investigations. <br /> 3.) The purpose of this declaration is to provide information on active S.O.D.A. <br /> areas, specifically whether they are still areas of issue or have changed, and also <br /> to provide information on other areas that, in my opinion, based on my training <br /> and experience, should be included as S.O.D.A. areas. <br /> 4.) The area from N. Broadway 700 to 1100 block and two blocks either side. This is <br /> an area that I believe should be retained for at least the next two years. We are <br /> still experiencing calls for service and making observations/arrests of narcotics <br /> activities. The Royal Motel continues to be a concern/problem for drug activity. <br /> Recently, we have also been advised of drug sales/use occurring at the Everett <br /> Community College which falls in this same area. <br /> 5.) The area from 1100 block to 4100 block of Broadway and two blocks in each <br /> direction is an area that I believe should stay as a S.O.D.A. area. This area <br /> contains several motels, business, and residences that have shown through <br /> statistics and observations as areas where narcotics activity has flourished. <br /> SODA areas declaration Page 1 of 3 <br /> Sgt.
