south city limits, and the entire area extending from the 1100 block to 41St <br /> Street on Broadway Avenue remain the two most active areas in the city for <br /> Prostitution activity. There are also calls about Prostitution in the areas two <br /> blocks east and west of those two corridors. In addition,the data shows that <br /> approximately three percent of all Police calls for services for vice-related <br /> activities occurred in the area extending from the 1000 block to the 2300 <br /> block of Hewitt Avenue and two blocks north and south of this area of Hewitt <br /> Avenue. <br /> 7. I also requested information on arrests for Prostitution in the city from January <br /> 1, 2008 until early October, 2009. In reviewing that information it is clear <br /> that most arrests for Prostitution in the city are along the Broadway Avenue <br /> and Evergreen Way corridors and two blocks east and west of those streets. It <br /> is appropriate to note that the enforcement efforts of the detectives and <br /> supervisors from the Special Investigations section have been focused on <br /> those areas, at least partially due to the citizen calls to 911 to report <br /> prostitution, but also as the result of reports from members of the Everett <br /> Police Department and other sources. <br /> Attached to my declaration and incorporated herein by this reference is a description and <br /> map of the areas described above, contained within the city limits of the City of Everett, <br /> that I am recommending on behalf of the Everett Police Department and the Everett City <br /> Council to be designated as Stay Out of Areas of Prostitution("SOAP") areas, to-wit: <br /> 1. 1100 block to the 4100 block of Broadway Avenue, and two blocks east and <br /> west of this area of Broadway Avenue; and <br /> 2. Evergreen Way extending from the 4700 block to the south city limits, and <br /> two blocks east and west of this area of Evergreen Way; and <br /> 3. Casino Road extending from Evergreen Way to Airport Road, and two blocks <br /> north and south of this area of Casino Road; and <br /> 4. 1000 block to the 2300 block of Hewitt Avenue, and two blocks north and <br /> south of this area of Hewitt Avenue. <br /> These areas are known to me from my experience, training, data produced above and <br /> interaction with law enforcement officers, neighbors, and business people to be areas <br /> where Prostitution activity presently poses a serious problem. These areas include the <br /> listed streets and the immediately adjoining sidewalks and alleyways. <br /> Dated this<-9-I'day of December, 2009 at Everett, Washington. <br /> Lieutenant Ted Olafson <br />
