Stay out of Areas of Prostitution <br /> Declaration of Sergeant Matt Myers <br /> December 2009 <br /> I, Matt Myers, certify (or declare) under penalty of perjury under the laws of the State <br /> of Washington that the following is true and correct: <br /> I am a sergeant with the Everett Police Department and have been the Sergeant of the <br /> Special Investigations Unit since January 16, 2006. <br /> 1. During my 17-year law enforcement career, I have spent approx. 6 years <br /> assigned to patrol where I have observed and been involved in many <br /> prostitution-related arrests. <br /> 2. I have been assigned as the Sergeant of Special Investigations since January <br /> 2006. The Special Investigations Unit includes the Vice Division, which is <br /> responsible for prostitution-related operations and investigations throughout the <br /> entire city. <br /> 3. During my tenure as Sergeant of Special Investigations, I have been involved in <br /> most prostitution-related special emphasis actions that the Everett Police <br /> Department has planned. I have been present for numerous arrests of <br /> prostitutes as well as the "johns," or customers. <br /> 4. During my tenure as Sergeant of Special Investigations, the Vice Division has <br /> been involved in operations along West Casino Road (Evergreen Way to Airport <br /> Road), where detectives have made contact with known prostitutes. <br /> 5. The Vice Division has also conducted prostitution operations along Evergreen <br /> Way and Highway 99 in South Everett. These operations have revealed <br /> continued prostitution related activity on Evergreen Way, from Casino Road <br /> south to Airport Road. The Vice Division regularly receives prostitution-related <br /> complaints generated from patrol officers, citizens, and businesses along this <br /> stretch of roadway. During proactive operations, undercover detectives assigned <br /> to the Vice Unit have made numerous arrests for prostitution and patronizing a <br /> prostitute in the identified area. <br /> 6. With regards to north Everett, again, during my assignment as the Sergeant of <br /> the Special Investigations Unit, I have been involved in numerous proactive <br /> prostitution operations along North Broadway and Broadway Ave., specifically <br /> SOAP areas declaration Page 1 of 2 <br /> Sgt.
