Stay out of Drug Areas <br /> Declaration of Lieutenant James P. Duffy <br /> December 2009 <br /> I, James P. Duffy, certify (or declare) under penalty of perjury under the laws of the <br /> State of Washington that the following is true and correct: <br /> I. I am a Lieutenant with the Everett Police Department and have been the <br /> nighttime Watch Commander of the North Precinct since June 13, 2008. <br /> II. During my 24-year law enforcement career I have spent nearly 10 years as a <br /> narcotics detective and detective sergeant assigned to the Everett Police <br /> Narcotics unit, then the Snohomish Regional Drug Task Force. I have a <br /> significant amount of training and experience in identifying and detecting <br /> narcotics, and in trafficking, sales, and purchases of illegal narcotics and drugs. <br /> III. I am currently assigned to the North Precinct; however, my narcotics experience <br /> includes all areas of Everett, as well as other areas of Snohomish County, State <br /> of Washington, and other areas across the United States and Canada. <br /> IV. The North Precinct encompasses the area from 41st Street on the South to the <br /> City of Marysville on the North. East-West boundaries run from the Snohomish <br /> River on the east side to 1/4 of a mile out into Port Gardner Bay on the west side. <br /> V. During my tenure with the Everett Police Department, both while working patrol <br /> and while assigned to the Narcotics Units, I have met with numerous citizens and <br /> business people who have complained about narcotics activity in their respective <br /> neighborhoods. Many of these people have schooled themselves in patterns of <br /> persons who would engage in narcotics activities. This education has included <br /> conversations with police personnel and detectives in what to look for, as well as <br /> confirming behavior they have observed. These people have made it clear that <br /> narcotics trafficking activities cause a disruption in their daily lives as well as <br /> negatively impact local businesses and the related economy. <br /> VI. During my career, I have participated in and facilitated numerous undercover <br /> operations, surveillances and special emphasis activities to enforce the laws <br /> related to Narcotics and drug trafficking in areas described herein as North <br /> Broadway, Broadway, Smith Street, Evergreen Way, Hewitt Ave. and Casino Rd. <br /> VII. In October 2009, I requested arrest statistics as it relates to drug activity for all <br /> areas of the city going back one year.
