I am personally aware of many <br /> arrests for patronizing prostitutes and prostitution that Everett Police detectives <br /> have made along that stretch of roadway. I am also aware of known prostitutes <br /> or prostitution-related activity that has been reported to the Vice Division from <br /> both patrol officers and citizens that we have not been able to follow up on due <br /> to other commitments at the time. <br /> 7. Based on my experience I know that street prostitutes solicit on roadways that <br /> contain a high volume of vehicle traffic to maximize exposure to potential <br /> patrons. Contact for the purpose of negotiation and/or acts of prostitution <br /> between a prostitute and patron frequently occurs immediately adjacent to high <br /> volume roadways to avoid detection by law enforcement and the general public. <br /> The acts of street prostitution are generally brief in nature and occur in close <br /> proximity to the contact. It is for this reason that I recommend the below areas <br /> include the two-block area immediately adjacent to and on each side of each <br /> main corridor that is being referenced. <br /> Attached and incorporated by reference to my declaration is a description of the areas <br /> described above, all of which are contained within the city limits of Everett, that I am <br /> recommending on behalf of the Everett Police Department to the Everett City Council to <br /> be designated as Stay Out of Areas of Prostitution ("SOAP' areas, to-wit: <br /> 1. 1100 block to the 4100 block of Broadway, and two blocks east and west of this <br /> area of Broadway; and <br /> 2. Evergreen Way extending from the 4700 block to the south city limits, and two <br /> blocks east and west of this area of Evergreen Way; and <br /> 3. Casino Road extending from Evergreen Way to Airport Rd., and two blocks north <br /> and south of this area of Casino Road; and <br /> 4. 1000 block to the 2300 block of Hewitt Ave., and two blocks north and south of <br /> this area of Hewitt Ave. <br /> These areas are known to me from my experience, training, and interaction with law <br /> enforcement officers, neighbors and business people to be areas where Prostitution <br /> Activity presently poses a serious problem.
