XIII. The area of Hewitt Avenue from the 1000 block to 3200 block and two blocks in <br /> each direction, north and south of Hewitt Avenue: During the past year there <br /> have been 74 Narcotics related arrests. While this is a decrease from years past, <br /> the volume remains statistically high comparative to other neighborhoods within <br /> the city. Contained in this densely populated area are numerous restaurants, <br /> lounges, bars, and the Everett Events Center. Needless to say, the pedestrian <br /> traffic in this area is very high. <br /> XIV. The area extending from the 3200 block to the 3900 block of Smith Street, as <br /> well as two blocks east and west of this area of Smith Street: This area had 51 <br /> Narcotics related arrests. This number represents an increased volume of <br /> Narcotics related arrests over recent years in an effort to keep Narcotics users <br /> and sellers from engaging in illicit drug activities in the areas surrounding the <br /> Everett Gospel Mission, the Everett Transit Center and neighboring businesses. <br /> Attached and incorporated by reference to my declaration is a description of the areas <br /> described above, all of which are contained within the city limits of Everett, that I am <br /> recommending on behalf of the Everett Police Department to the Everett City Council to <br /> be designated as Stay Out of Drug Areas ("SODA") areas, to-wit: <br /> 1. 700 block to 1100 block of North Broadway, and two blocks east and west of this <br /> area of North Broadway; and <br /> 2. 1100 block to the 4100 block of Broadway, and two blocks east and west of this <br /> area of Broadway; and <br /> 3. Evergreen Way extending from the 4700 block to the south city limits, and two <br /> blocks east and west of this area of Evergreen Way; and <br /> 4. West Casino Road extending from the Evergreen Way to Airport Rd., and two <br /> blocks north and south of this area of West Casino Road; and <br /> 5. 1000 block to the 3200 block of Hewitt Ave., and two blocks north and south of <br /> this area of Hewitt Ave.; and <br /> 6. 3200 block to the 3900 block of Smith Street, and two blocks east and west of <br /> this area of Smith Street. <br /> These areas are known to me from my experience, training, data produced above and <br /> interaction with law enforcement officers, neighbors and business people to be areas <br /> where Narcotics trafficking presently justifies designation as SODA areas.
