Apparently it is a 50/50 shot weather you permit
a TI or they do. It depends on how the portable was originally classified, how often it has moved and how "permanent"
the foundation is.
Long story short, I am going out to gather the information and then confer with him and then he will provide a letter for
you to permit it or they will permit it.
He admits it's all a bit of a mess and no one can easily determine a portable's status, but either way I should know in a
week.
Just wanted to keep you in the loop.
Thanks
Scott Connor
SCR I Architects
206-458-7517
scott(a)scr-arch.com
From: Scott Connor
Sent: Friday, April 29, 2016 10:00 AM
To: City of Everett/ Building (tlorRenson@everettwa.gov) <tiorgenson@everettwa.Rov>; Tony Lee
(TLee@ci.everett.wa.us) <TLee@ci.everett.wa.us>; 'tlee@everettwa.gov'<tlee@everettwa,go_v_>
Subject: 81604-046. hoping to permit an existing portable TI through the City of Everett in addition to a small Kiln shed.
Tony,Terri,
I appear to have a modular classroom with no jurisdiction.
Scott Connor here from SCR Architects. This concerns permit 81604-046. To refresh your memory, I was hoping to
permit an existing modular classroom tenant improvement through the City of Everett in addition to a small kiln
shed. You thought that Labor and Industries(which does the original building permits) has first jurisdiction on an
internal TI for a modular classroom.
Long story short,There is pretty much zero response from the supervisor for portable permitting (the person L& I says is
responsible for this) Craig Sedlacek(sedc235@lni.wa.gov /360-902-5218). 1 finally went back to L& I and talked with
someone that said he was probably ignoring my calls and emails because they are not responsible for permitting TI's on
existing portables. This person told me to review the L& I website and Chapter 296-15OF WAC.
On the L& I website, there are multiple references to alterations to existing factory-assembled buildings and modular
buildings indicating the use of local jurisdictions once the building was set. For Example:
Modular buildings- Buildings which are constructed in factories and at other off site locations and then shipped to
Washington must be approved by L&I.This includes equipment shelters that can be entered by personnel. To obtain a
permit, submit plans showing the design and construction of the buildings.
