I <br /> I3. Provide labor and necessary vehicle(s) for set-up and removal of construction signs <br /> and the traffic control devices that are placed daily; <br /> I 4. Provide labor and vehicles for patrolling and maintaining in position all of the <br /> construction signs and the traffic control devices; <br /> 5. Provide labor, material, and equipment necessary for cleaning up, removing and <br /> I replacing all construction signs and traffic control devices that are destroyed, <br /> damaged or lost during the life of the project; <br /> 6. Provide flagging or use of police officers for the convenience of the Contractor, such <br /> I as facilitating movement of equipment on the site, laying out or relocating traffic <br /> control devices and signs; <br /> 7. Cost associated with preparation and distribution of public notices involving parking, <br /> I street access or traffic issues. <br /> Upon failure of the Contractor to immediately provide flaggers, erect, maintain, and remove <br /> signs; or provide, erect, maintain, and remove other traffic control devices when ordered to do <br /> I so by the Engineer,the City may without further notice to the Contractor or the Surety,perform <br /> any of the above and deduct all or the costs from the Contractor's payments. <br /> The Contractor shall be responsible for providing adequate flaggers, signs, and other traffic <br /> I control devices for the protection of the worker and the public at all times regardless of whether <br /> or not the flaggers, signs, and other traffic control devices are ordered by the Engineer, or paid <br /> for by the City. The Contractor shall be liable for injuries and damages to persons and property <br /> suffered by reason of the Contractor's operations or negligence in connection therewith. <br /> I1-10.3(3) No Passing Zones <br /> The striping of no passing zones that are to be obliterated in excess of 150-feet by paving <br /> operations shall be replaced by "Do Not Pass" and "Pass With Care" signs. The signs shall be <br /> I located not less than 2-feet outside the usable shoulder nor less than 7-feet above the edge of <br /> pavement. The number of necessary signs will be specified in the Special Provisions. <br /> The Contractor shall provide and install the signs and sign posts. The signs shall be maintained <br /> I <br /> by the Contractor until construction operations are complete. When the project includes striping <br /> by the Contractor, the signs and posts shall be removed by the Contractor when the no passing <br /> zones are re-established by striping. <br /> I When the Contractor is not responsible for striping,the signs and posts shall be removed by the <br /> Contractor when the"No Passing Zones"are re-established by striping. Payment to perform the <br /> Work required for this subsection will be under the item"Maintenance and Protection of Traffic <br /> I <br /> Control." <br /> 1-10.3(4) Traffic Control Labor <br /> The Contractor shall furnish all personnel for flagging to control traffic during construction <br /> I <br /> operations. Flaggers shall have a current certification (Flagging Card) from the State <br /> Department of Labor& Industries (WAC 296-155-305). Employees of the Contractor engaged <br /> in flagging or traffic control shall wear reflective vests and hard hats.During hours of darkness, <br /> I white coveralls or white or yellow rain gear shall also be worn. The vests and other apparel <br /> shall be in conformance with Section 1-07.8.The Contractor shall furnish the MUTCD standard <br /> Stop/Slow paddles, except the minimum width shall be 24-inches, for the flagging operations. <br /> I During hours of darkness flagger stations shall be illuminated to insure that flaggers can be <br /> easily seen without causing glare to the traveling public. The Contractor shall develop and use a <br /> method to ensure that flaggers have adequate warning of objects approaching from behind the <br /> I flagger. <br /> All flaggers shall start a new job with an on-site orientation.
