By September 2002, grant finds had been secured, an
RFP for design had been issued and KPFF Consulting Engineers had completed a Stage 1 Pre -Design. In
October 2003, the initial grant funds were supplemented by a congressional earmark and Port of Everett
contribution bringing total funding to $974,940.
In an attempt to make the project economically feasible, the project was re -scoped with two phases: Phase 1
as the Henry M. Jackson Pedestrian Bridge coiulecting Jackson Park with City -owned property on the
Snohomish River shoreline and Phase 2 as the Snohomish River Pedestrian Bridge which would complete
the river crossing. Between October 2005 and April 2007, KPFF completed a Stage 2 Type, Size and
Location Study and the Public Works department continued to search for external construction funding. At
the end of July 2013, KPFF had completed the Stage 3 30% Design, Environmental Documents and
Geoteelm.ical Report for project construction.
Unfortunately, the City was unable to obtain construction funding for the project which is estimated to be
nearly 8 million dollars. Federal Ending rules dictate that if a project doesn't advance to construction within
a certain timeframe, a portion of those grant funds have to be repaid. This ordinance reflects repayment of
$239,2'! 8 for preliminary engineering costs financed by federal_ grant rands.
PrCO, i '\ F '41)ATIOI'J (Ex ct mti o_n requested of Council):
CJI"! 31 ulos'),= a srtcla17D -PL11C
-N
13
