SECTION 11: COUNCIL SUBCOMMITTEES. <br />n <br />�1 <br />A. Purpose. The City Council establishes subcommittees to provide members of the City <br />Council an opportunity to review and discuss in detail issues and topics that are of interest <br />to the City administration and the City Council. <br />B. Standing Subcommittees. The following standing City Council Subcommittees are <br />established: <br />1) Budget and Finance. This subcommittee shall be primarily responsible for matters <br />relating to City related fiscal issues, including but not limited to budget, <br />appropriations, income and revenues, and the auditing of expenditures and claims. <br />2) Public Safety. This subcommittee shall be primarily responsible for matters relating <br />to the City's public safety, including police and law enforcement, fire protection, code <br />enforcement, animal control, and the municipal court. <br />3) General Government. This subcommittee shall be primarily responsible for matters <br />involving City governmental affairs, labor and employment, public works, utilities, <br />planning and community development and all other City related governmental <br />services not otherwise assigned to committees. <br />The summary of responsibility above is representative and not meant to be an exhaustive <br />list of matters that may be assigned to the subcommittee. <br />C. Assignment of Issues to subcommittees and ad hoc subcommittees. The City Council <br />president or a majority of the City Council shall assign specific issues to the appropriate <br />standing subcommittee and may also create ad hoc subcommittees to address issues as <br />needed. The Mayor may recommend to the Council president that any particular issue be <br />assigned to a standing subcommittee or to an ad hoc subcommittee. Any action creating an <br />ad hoc subcommittee shall be in open session at a regular City Council meeting or at the <br />annual retreat. When an ad hoc subcommittee is created, the council shall also designate <br />an end date when the ad hoc subcommittee shall cease operations, provided that the <br />President or a majority of Council may vote to ,.T have the ad hoc subcommittee <br />continue its work to a future date. Ad hoc subcommittees shall comply with all procedures <br />that apply to standing subcommittees, including the Open Public Meetings Act. <br />D. Withdrawing issues from subcommittee consideration. Any City Council Member, during a <br />City Council meeting, may make a motion to remove a matter from a subcommittee. Said <br />motion, if seconded, shall require a majority vote of the Council. <br />E. Time and location of subcommittee meetings. Unless otherwise designated by the Council <br />President, all subcommittee meetings shall be held during the 2 hour period before the <br />beginning of regularly scheduled City Council meetings that are held on the first, second <br />and third Wednesday of the month. The President shall prepare a schedule of <br />subcommittee meetings for each month that shall be presented at the first full City Council <br />meeting of the preceding month. Any adjustments must be made at least one week before <br />a scheduled subcommittee meeting. Council shall coordinate the logistics of any change in <br />the time or date of subcommittee meetings with the administration. <br />47 <br />
