9 <br />Councilmembers with equal opportunities to serve on the various subcommittees. Each <br />subcommittee will appoint a chair based on a majority vote of the three members. <br />G. Attendance by Councilmembers not assigned to a subcommittee. Members of the City Council <br />who are not assigned to a subcommittee may attend a subcommittee as a member of the public <br />to observe but may not participate in any manner. <br />H. Compliance with the Open Public Meetings Act. Subcommittee meetings shall be governed by <br />the Open Public Meetings Act, provided no final action on legislative matters may be taken in a <br />subcommittee meeting. Subcommittee meetings shall be treated a "special meetings" and <br />noted according to the procedures for special meetings. Subcommittees may meet in executive <br />session provided that the executive session was listed on the agenda prior to the day of the <br />meeting. <br />I. Participating by non-members including city staff. Members of the public may attend for the <br />purpose of observing but shall not participate in subcommittee meetings. There shall be no <br />open comment period during subcommittee meeting for public testimony. Discussions shall be <br />limited to City Council members assigned to the subcommittee, Administration, City staff and <br />other speakers specifically requested by City Council members and City administration. <br />J. Staffing. Staffing for committees shall occur in consultation with city administration. <br />K. Materials. All written materials presented to a subcommittee shall be made available to all <br />members of the City Council, and shall be available to the public, unless privileged or otherwise <br />exempt from public disclosure. <br />L. Minutes and recording of subcommittee meetings. Minutes shall be maintained for <br />subcommittee meetings. Subcommittee meetings shall also be televised in the same manner as <br />fully City Council meetings. <br />M. Reports of proceedings. The Chair of each subcommittee shall summarize the work of the <br />subcommittee at the City Council meeting that immediately follows the subcommittee meeting, <br />including recommendations by the subcommittee. Any such recommendations shall also be <br />included in in the subcommittee minutes. After the presentation by the chair, the other <br />members of the subcommittee shall be allowed to provide any supplemental information <br />including any dissenting opinions. The Chair may also prepare a written summary of the work of <br />the subcommittee, but is not required to do so. If a written summary is prepared, other <br />members of the committee are allowed to prepare a written summary of any additional <br />information, including any dissenting opinion, which shall be attached to the report by the chair. <br />54 <br />
