B. Standing Subcommittees. The following standing City Council Subcommittees are established: <br />1. Budget and Finance. This subcommittee shall be primarily responsible for matters relating <br />to City related fiscal issues, including but not limited to budget, appropriations, income and <br />revenues, and the auditing of expenditures and claims. <br />2. Public Safety. This subcommittee shall be primary responsible for matters relating to the <br />City's public safety, including police and law enforcement, fire protection, code <br />enforcement, animal control, and the municipal court. <br />3. General Government. This subcommittee shall be primarily responsible for matters <br />involving City governmental affairs, labor and employment, public works, utilities, planning <br />and community development and all other City related governmental services not otherwise <br />assigned to committees. <br />The summary of responsibility above is representative and not meant to be an exhaustive list of <br />matters that may be assigned to the subcommittee. <br />C. Assignment of Issues to subcommittees and ad hoc subcommittees. The City Council president <br />or a majority of the City Council shall assign specific issues to the appropriate standing <br />subcommittee and may also create ad hoc subcommittees to address issues as needed. The <br />Mayor may recommend to the Council president that any particular issue be assigned to a <br />standing subcommittee or to an ad hoc subcommittee. Any action creating an ad hoc <br />subcommittee shall be in open session at a regular City Council meeting or at the annual retreat. <br />When an ad hoc subcommittee is created, the council shall also designate an end date when the <br />ad hoc subcommittee shall cease operations, provided that the President or a majority of <br />Council may vote to move have the ad hoc subcommittee continue its work to a future date. Ad <br />hoc subcommittees shall comply with all procedures that apply to standing subcommittees, <br />including the Open Public Meetings Act. <br />Q. Withdrawing issues from subcommittee consideration. Any City Council Member, during a City <br />Council meeting, may make a motion to remove a matter from a subcommittee. Said motion, if <br />seconded, shall require a majority vote of the Council. <br />E. Time and location of subcommitr�e rneetfnas. Unless otherwise designated by the Council <br />President, all subcommittee meetings shall be held during the 2 hour period before the <br />beginning of regularly scheduled Cit`,r Council meetings that are held on tete first, second and _. _... <br />third Wednesday of the month. The President shall prepare a schedule of subcommittee <br />meetings for each month that shall be presented at the first full City Council meeting of the <br />preceding month. Any adjustments must be ;Made at least one vteek before a scheduled <br />subcommittee meeting. Council shall coordinate the logistics of any change in the time or date <br />of subcommittee meetings with the administration. <br />1 . Membershic .
