to <br />The Phase III Report will include an in-depth evaluation of the Everett Fire Department's operations and <br />management model and will include a thorough assessment of the long-term efficiency options identified in <br />the Phase I Report, plus any others identified subsequently by the consultant or by the City of Everett Note <br />that the tasks of Phase III may be modified by the City, but are expected to encompass this core work and/or <br />similar tasks. Phase III will be completed no later than seven months following contract execution. <br />The Phase III Report will include the following: <br />EFD Operational and Management Model Analysis. <br />a) The Phase III Report will contain a thorough evaluation of the Fire Department's management and <br />operational model, and will assess whether or not there are different models by which EFD might provide its <br />emergency response and prevention services in a more cost efficient manner. What are the advantages and <br />disadvantages of each model? Efficiency, in this particular case, might be measured from a response time, staff <br />deployment and/or apparatus deployment perspective, but should always emphasize cost efficiency in an <br />increasingly constrained budget environment <br />b) The Phase III Report will include a full description of each recommendation, with accompanying <br />analysis on: <br />❑ Fiscal impact, <br />❑ Externalities associated with implementation, <br />❑ Service impacts, <br />❑ Personnel impacts, <br />❑ A proposed implementation plan, <br />❑ The timeline required to fully implement each item <br />❑ Any other factor relevant to an item's policy assessment or implementation. <br />C) The Phase III Report will provide information on the operational and budgetary trade-offs that the <br />City would need to consider in evaluating and implementing any of the proposed operational efficiencies, or <br />any changes proposed to the Fire Department's operations. Such trade-offs should use, as points of reference, <br />the Fire Department's current performance compared to the optimal performance standards under NFPA <br />1710 metrics. <br />d) The Phase III Report should specifically include, if not already included in the items above, an analysis <br />of the Fire Department's crew size paradigm, the type of apparatus deployed to respond to calls, shift <br />schedules, the number and location of fire stations and apparatus, management functions, and other options <br />as identified by the consultant <br />e) To the extent applicable, the consultant will provide information on other jurisdictions that have <br />implemented similar efficiency measures, the agencies' related decision-making processes and an estimate of <br />the actual financial or operational savings attained. <br />f) The Phase III Report will include recommendations on steps to take for further review of the major <br />options proposed, as well a proposal for involving relevant stakeholders, including EFD command staff, EFD <br />labor representatives and members of the community. <br />g) After submission of the Phase III Report, the consultant will be available to conduct briefings to the <br />City Budget Office, the Mayor's Office, the Everett City Council and the Everett Fire Department and other <br />stakeholders, as needed, to present the findings of the Report. <br />Page 14 <br />(Form Approved by City Attorney's Office November 1, 2009) <br />
