Year 10 Monitoring of the Smith Island/Union Slough Habitat Restoration Site Everett Public Works <br /> Exhibit A— Scope of Work <br /> YEAR 10 MONITORING OF THE SMITH ISLAND/UNION <br /> SLOUGH HABITAT RESTORATION SITE <br /> ICF SCOPE OF WORK <br /> The Smith Island Habitat Restoration Mitigation and Monitoring Plan(2002), as accepted by the Corps <br /> and Ecology for permitting purposes, identifies specific actions that are to be taken throughout the ao- <br /> year monitoring period. Modifications to the monitoring elements and methods was agreed to by <br /> Ecology and was formerly approved by the Corps in 2014, as per the approved April 3, 2014 Revised <br /> Mitigation Plan Addendum. <br /> On February 23, 2017, both the Corps and Ecology agreed that the following monitoring elements no <br /> longer needed to be addressed and thus can be dropped from Year 10(2017)monitoring: <br /> 1. Fisheries—use documentation <br /> 2. Wildlife—use documentation <br /> 3. Benthic Invertebrates—community development <br /> 4. Soil Chemistry—soil condition documentation relative to supporting marsh development <br /> Under this proposed scope of work, ICF Jones& Stokes, Inc. (ICF)would replicate the remaining <br /> elements and methods used in Year 8 monitoring, including the changes to goals, performance <br /> standards, and methods as per the approved April 3, 2014 Revised Mitigation Plan Addendum. <br /> With the elimination of fisheries, wildlife, benthic invertebrates, and soil chemistry, Year 10 monitoring <br /> of the following four elements are required: <br /> 1. Vegetation Monitoring(purple loosestrife/yellow iris extent survey; native marsh extent and <br /> species diversity) <br /> 2. Hydrology(inundation depth,tidal exchange, development of drainage patterns) <br /> 3. Water quality(temperature, salinity, dissolved oxygen) <br /> 4. Sedimentation (documentation of surface elevations and changes overtime) <br /> 5. Annual Report for submittal by EPWD to Corps and Ecology <br /> This scope of work includes these five elements as Tasks 1-5. <br /> Per the Revised Mitigation Plan Addendum, ICF staff would also note and record location of garbage or <br /> other signs of human intrusion into the site during all site visits and transmit that information to EPWD <br /> so that trash removal can be conducted. Specific assessment of human disturbance would be made <br /> during the vegetation sampling in August 2017. <br /> 71CF Page 1 <br />
