Amm RESOLUTION NO. 7123 A RESOLUTION setting a public hearing before the City Council on June 14, 2017, at 6:30 p.m. to receive comments on the City's intent to extend the term of the Business Improvement Area, amend the special assessment levy for three additional years and approve a three-year budget. Whereas, the City, after a public hearing on June 29, 2005, adopted Ordinance No. 2842-05 establishing the existing Downtown Business Improvement Area(BIA); and Whereas,the City has previously extended the term of that existing BIA three times, by adopting Ordinance No. 3075-08, Ordinance No. 3222-11, and Ordinance No. 3381-14 after public hearings; and Whereas,businesses and property owners within the BIA have indicated that they value the BIA's use of special assessment revenues to fund programs and services, such as security, maintenance, and economic development; and Whereas,businesses and property owners wish to amend the special assessment rate and method of calculating assessments in order to increase the BIA budget, using land square footage instead of lineal front footage, amending Ordinance No. 2842-05. Businesses and property owners wish to continue to fund the programs and services described in Section 4 of said Ordinance; and Whereas,the City is willing to initiate and declare its intention to extend the term of the BIA for three additional years, extend the special assessment levy for an three additional years as modified, and authorize a three year budget for the existing BIA; and Whereas,the City will hold a public hearing to receive comments on the same; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF EVERETT: Section 1. The City Council will hold a public hearing on the 14th day of June,2017,at 6:30 p.m., or as soon thereafter as possible,in the City Council Chambers,3002 Wetmore Avenue,in Everett, Washington, to consider a three year extension of the existing BIA, changes to the special assessment levy, and to consider approval of a three-year budget for the existing BIA, as more fully specified below in Attachments B and C. Section 2. Pursuant to Chapter 35.87A RCW, it is the intention of the City to extend the term of the Downtown BIA, established by Ordinance No. 2842-05, for three additional years, within the following described boundaries: Page 1 of 6
