<br /> Section 3. Special assessment revenues can only be used for the purposes,programs, and services
<br /> described in Section 4 of Ordinance No. 2842-05, as shown in Attachment A.
<br /> Section 4. The annual special assessment upon buildings and other real property, and the owners
<br /> thereof, within the BIA would be amended to be based on land square footage and assessed value,
<br /> with an increased total budget for the Downtown BIA, amending Ordinance No. 2842-05. The
<br /> proposed special assessment rates for 2017-2020 are shown in Attachment C.
<br /> Section 5. The City Council,at the June 14,2017,public hearing,will hear all protests and receive
<br /> evidence for or against the proposed action and all persons who may desire to object to the action
